The license of Pre-shipment inspection record:Inspection and quarantine institutions shall carry out pre-inspection and delivery inspection of the imported used mechanical and electrical products involving safety, hygiene and environmental protection, and shall be subject to the arrival inspection. Chemical import services.
Chemical dangerous goods are a special kind of products. China has strict regulations on imported and exported dangerous chemicals that were classified into different grades. Meanwhile, there are special requirements for the classification, labeling, packaging and transportation of such products.
First. The enterprise and the product registration
To import and export hazardous chemicals (including ordinary chemicals, dangerous goods), enterprises shall fill out the “import and export of dangerous chemical enterprises and the basic situation of product registration form” . Also, they should attach a copy of the business license, a copy of the relevant certificate of administrative license, a copy of management system certification certificate, the risk report of the identification and classification of each hazardous properties of chemicals, and publicity labels and safety data sheets (SDS) as well as other related documents.
Second. The requirements of importing hazardous chemicals
(1) Imported hazardous
For the import of hazardous chemicals listed in the national “catalog of hazardous chemicals”, the consignee or the agent shall be in accordance with “the Regulations of entry-exit inspection and quarantine inspection”, when they deal with the declaration procedure to the customs inspection and quarantine inspection agencies. Also, they should be strictly in accordance with the name of “the list of hazardous chemicals” in the CIQ declaration, and they shall also provide the following documents:
(2) Imported chemicals
Imported chemicals that are not included in “the national catalog of hazardous chemicals”, but involved hazardous chemicals of “entry-exit inspection and quarantine authorities of the entry-exit inspection and Quarantine” under the catalog HS encoding. Perhaps imported chemicals included in the national catalog of hazardous chemicals but by self assessment for consignee of imported chemicals common chemicals, the consignee or the agent shall be in accordance with the provisions of the entry-exit inspection and quarantine inspection declaration to the customs declaration the inspection and quarantine institution of inspection. The procedure of inspection shall provide the following documents:
Third. Common issues
1, If the declaring import and export products is not dangerous chemicals, but the HS code belongs to the “inspection directory” domestic demand according to the scope of inspection and supervision of dangerous chemicals, how to deal with it?
Because of the existence of the same HS encoding under a variety of products, and only the possibility of some of these products are hazardous chemicals, in the above case, the inspection to the Guangzhou Bureau of Mines Department for risk identification and classification of identified characteristics, confirmed that do not belong to the catalog of hazardous chemicals within the scope of the inspection and quarantine institutions inspection supervision according to the requirements of hazardous chemicals.
